Section 73(1) in The Orissa Motor Vehicles Rules, 1993
(1)Upon application made in writing by the holder of any permit or the permit granting authority sou motu may at any time, in its discretion vary the permit or any of the conditions thereof subject to the provisions of the following sub-rules.
