Section 4(6) in Orissa Public Distribution System (Control) Order, 2008
(6)Any authority competent to appoint and to grant or renew licenses under this order shall make efforts to replace private dealers with institutional dealers like Gram Panchayats, Self Help Groups, Co-operative Societies etc.
