Section 22(2) in The Rajasthan Secondary Education Act, 1957
(2)The Finance Committee shall prepare the annual budget of income and expenditure and submit it to the Board for its approval and a copy of the approved budget shall be forwarded to the State Government. No new items of expenditure shall be incurred by the Board of its administrative or executive head except with the prior permission of the Finance Committee.
