(2)The payment for supplies shall not be made until the stores have been received and verified. The person authorised by the Chief Executive Officer shall record a certificate on the invoices or bills that the articles detailed therein have been received in good order and accounted for in the stock book. He should also certify that the quantity is correct, the quality is good, the rates paid are not in excess of the accepted or market rates and that suitable notes or payments have been recorded against in the indents and invoices to prevent double payment.
