Section 24(1) in West Bengal Town and Country (Planning and Development) Act, 1979
(1)Notwithstanding anything contained in any other law for the time being in force, the [Kolkata] [Substituted by Section 5 of the West Bengal Capital City (Change of Name) Act, 2001 (West Bengal Act No. 18 of 2001) (w.r.e.f. 1.1.2001) for "Calcutta"] Metropolitan Development Authority may give such directions with regard to the implementation of any development project, as it may think fit, to an authority to which payment of any money from its fund has been made under this Act.
