Section 57(ix) in Code of Regulations for Anglo-Indian Schools-Tamil Nadu State
(ix)In the event of a Headmaster's refusing of delaying to give a transfer certificate, the parent or guardian of the pupil shall have the right of appeal to the Inspector of Anglo-Indian Schools whose decision shall be final unless he thinks it necessary to refer the matter to the Director.
