Section 10(1) in The Orissa Private Secretaries to Secretaries to Departments of Government Rules, 1974
(1)The lists prepared by the Board under Rule 7 and Rule 9 and the opinion of the Commission under Rule 8 and under Sub-rule (5) of Rule 9, shall be placed before the Government for approval after which the said list shall be final.
