(1)The services of the Executive Officer and other employees of the Committee shall ordinarily be temporary unless made permanent under specific orders of the authority competent to do so, and shall be terminable at three months' notice on either side : Provided that the Executive Officer or any such other employee may be removed from his office for neglect or misconduct in the discharge of his duties or incapacity to hold the office by a resolution of the Committee passed by not less than half of the total membership of the Committee and with the approval of the Central Government.
