(1)The complainant may lodge his complaint in relation to any "misbehaviour" of Police Personnel with the Departmental Police Authority or the District Accountability Authority.Provided that, if the content of the complaint is being inquired into by any other commission or any court, no such complaint shall be considered by the commission or the Authority.
