Section 12(1) in The Government of Union Territories Act, 1963
(1)Save as otherwise provided in this Act, all questions at any sitting of the Legislative Assembly of a Union territory shall be determinated by a majority of votes of the members present and voting other than the Speaker or person acting as such.
