Background

1. The Applicant filed an RTI application dt.3.10.08 with the CPIO, DoP, Osmanabad.

He requested for the following information:

i) The Senior Postal Assistants have been granted ante dating of their increment with that of Junior Shri S.G.Khichade from 1.6.96 to 1.1.96 from Rs.4400 to Rs.4500. He wants to know the above sanction is modified or cancelled. If so, copy of the order.
ii) He stated that Post Master, Osmanabad has cancelled the above order in favour of Shri S.D.Suryavanshi, Shri V.N.Patil recovered their arrears and kept their original increment. He wants to be informed under what authority Post Master, Osmanabad dishonour CPIOs order
iii) The official responsible for dishonour of office order.

The CPIO replied on 21.10.08 denying the information u/s 11 of the RTI Act. The Applicant then filed an appeal dt.11.11.08 with the Appellate Authority reiterating his request for the information. On not receiving any reply, he filed a second appeal dt.11.2.09 before the CIC.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for April 24, 2009.

3. Both the Appellant and the Respondent were absent at the hearing.

Decision

4. The Commission directs the CPIO to provide the required information within 20 days of date of issue of this Order and also directs him to show cause why the information was denied under Section 11 of the RTI Act. 2005. The response to reach the Commission within 15 days of receipt of this Order.

5. The appeal is disposed off.
