21. Observation Home.
(1)The State Government may establish and maintain Observation Home either by itself or under an agreement with voluntary organization in every district or a group of districts as may be required or the temporary reception of any child alleged to be in conflict with law during the pendency of any inquiry regarding them under the Act.(2)Separate institutions shall be maintained for boys and girls.(3)Inmates of the institutions shall be classified and separated in accordance with their degree of offence and their age as follows -Age group up to 12 yearsAge group of 12 to 16 yearsAge group of 16 to 18 years(4)The State Government may also certify or recognise any institution as Observation Home for the purpose of this Act.
