Section 4(1) in The Orissa Grama Panchayats (Minor Forest Produce Administration) Rules, 2002
(1)Any person intending to procure Minor Forest Produce from the primary gatherers or to trade in minor forest produce within the limits of Grama during any trading year shall register himself as a trader in Minor Forest Produce in the Grama Panchayat.
