Section 8(4) in Delegation of Financial Powers Rules, 1978
(4)The Administrative Departments have full powers regarding permanency of temporary posts in their own Departments and in their subordinate officers in accordance with the principles laid down by Government from time to time subject to the condition that such powers shall not be exercised in respect of posts which are to be made permanent before expiry of a period of 3 years or are connected with purely temporary schemes or time bound programmes.
