Section 27(3) in The Iron Ore Mines, Manganese Ore Mines And Chrome Ore Mines Labour Welfare Fund Rules, 1978
(3)It shall be a condition of every bond executed under sub-rule (2) that in the event of the local authority or owner of the mine violating any condition imposed under sub-rule (1) such local authority or owner shall be liable to pay to the Central Government a sum not exceeding the amount paid as grant by way of penalty in addition to the refund or the entire remaining grant; and where the amount of penalty and the remaining grant-in-aid is huge payment may be allowed to be made in two or three instalments.
