12. Rates to be published.
- As soon as the maximum rates for the ginning and/or pressing of cotton in any local area are fixed by the rate-fixing committee the Collector shall communicate by registered post so fixed to all owners of factories in the local area and also publish the rales for information of the cotton growers of the area in such manner as he thinks fit.
