(2)Re-appropriation within a head of expenditure be made by the Board and, Subject to clause (d) of Sub-rule (2) of Rule 29, the Board may delegate its powers in this behalf to the [Executive Director] [Substituted 'Chairman' by Notification No. G.S.R. 668 (E), dated 4.7.2016 (w.e.f. 1.8.1955).] or Secretary.
