Section 28(1) in The Maharashtra District Planning Committee (Election) Rules, 1999
(1)If the number of validity contesting candidates who have not withdrawn their candidature is more than the number of vacancies to be filled, the procedure prescribed in these rules for election of the members of the District Planning Committee shall be followed.
