Section 1(2) in Tamil Nadu Panchayats Building Rules, 1997
(2)They shall apply to the whole of the areas which come under the purview of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994), excluding the areas to which the provisions of Chapters IX and X of the Tamil Nadu District Municipalities Act, 1920 (Tamil Nadu Act V of 1920) are extended and are applicable.
