17. Interpretation.
- If any question arises relating to the interpretation of these rules or when express provision has not been made in these Rules about a particular matter, the same shall be referred to the State Government for its decision. The State Government may take decision after recording reasons within the framework of the Act. The decision of the State Government shall be binding on the Authority.
