                     Prayer: Writ Petition filed under Article 226 of the Constitution of
                     India, praying this Court to issue a Writ of Mandamus directing the
                     fourth respondent to consider the petitioner's email dated 23.11.2025
                     and to furnish his daughter's NEET 2021 Exam scorecard for the
                     application No.210410735138 and Roll No.4107005439 within the
                     time stipulated by this court.

                                                               ORDER

The petitioner is before this Court seeking issuance of a Writ of Mandamus directing the fourth respondent to consider the petitioner’s email dated 23.11.2025 and to furnish the NEET 2021 examination scorecard of his daughter, namely S.S. Darshana, bearing Application No. 210410735138 and Roll No. 4107005439, within the time stipulated by this Court.

2. The petitioner states that his daughter appeared for the National Eligibility-cum-Entrance Test (NEET) 2021 conducted by the fourth respondent on 12.09.2021. After publication of the results, the 2/7 https://www.mhc.tn.gov.in/judis ( Uploaded on: 17/03/2026 01:02:07 pm ) W.P(MD)No.3529 of 2026 fourth respondent had sent the scorecard of the petitioner’s daughter to the petitioner’s email ID. Since the petitioner’s daughter could not secure the required marks for admission to a medical course in India, the petitioner decided to send her abroad to pursue medical studies. Accordingly, she applied on 25.10.2021 and was admitted to the General Medicine course at Tambov State University, Russia, where she is presently pursuing her fifth year of medical studies.

3. The petitioner further states that the scorecard sent to his email ID has been lost and, despite best efforts, could not be retrieved. Therefore, the petitioner made a representation to the fourth respondent requesting them to furnish a copy of the scorecard so as to enable his daughter to appear for the Foreign Medical Graduate Examination (FMGE) conducted by the third respondent.

The fourth respondent has filed a counter affidavit stating that the scorecard sent to the petitioner’s email ID has been deleted and is no longer available, as the scorecard is preserved only for a period of 90 days, in accordance with the relevant prospectus. However, the petitioner has produced a copy of the scorecard of his daughter in a tabular format for reference, which is extracted below.

5. In similar circumstances, the Kerala High Court, in an identical case disposed of on 29.11.2025, held that there is no necessity to insist upon the production of the NEET-UG examination scorecard when the petitioner submits that the same has been misplaced.

The scorecard particulars produced in the tabular format reveal that the petitioner’s daughter had qualified in NEET 4/7 https://www.mhc.tn.gov.in/judis ( Uploaded on: 17/03/2026 01:02:07 pm ) W.P(MD)No.3529 of 2026 (Undergraduate) 2021. In such circumstances, there is no necessity to insist upon the production of the NEET-UG 2021 scorecard, which the petitioner states has been misplaced.

In identical circumstances, the Kerala High Court in W.P.(C) No. 44417 of 2025, by order dated 29.11.2025, took a similar view and directed the National Board of Examinations in Medical Sciences to permit the petitioner therein to submit the FMGE application and appear for the examination based on the extracted details provided by the National Testing Agency, without insisting upon the production or uploading of the NEET-UG (2019) scorecard, subject to the petitioner satisfying all other eligibility requirements.

In the present case, since the petitioner’s daughter has qualified in NEET-UG 2021, she is entitled to submit an application and appear for the examination based on the extracted details provided by the fourth respondent, without insisting upon the production or uploading of the NEET-UG 2021 scorecard.

Accordingly, this Writ Petition is disposed of directing the National Board of Examinations in Medical Sciences (third respondent) to permit the petitioner’s daughter to submit the FMGE 5/7 https://www.mhc.tn.gov.in/judis ( Uploaded on: 17/03/2026 01:02:07 pm ) W.P(MD)No.3529 of 2026 application and appear for the examination based on the extracted details provided by the National Testing Agency, without insisting upon the production or uploading of the NEET-UG 2021 scorecard, provided that she satisfies all other eligibility criteria.
