Section 2(v) in Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996
(v)"assessee" means the person who is liable to pay any tax, cess or fees levied by the Gram Panchayat, Panchayat Samiti or Zila Parishad, as the case may be;
