Section 2(g) in Rajasthan Electricity Regulatory Commission (Terms and Conditions for Open Access) Regulations, 2016
(g)"Open Access Customer" means:(i)a consumer permitted by the State Commission to receive the supply of electricity from a person other than Distribution Licensee of his area of supply, or;(ii)a generating company (including captive generating plant) who has availed of or intends to avail open access, or;(iii)a licensee, who has availed of or intends to avail open access;
