Section 18(2) in The Sardar Vallabhbhai Patel Cluster University, Mandi, Himachal Pradesh (Establishment and Regulation) Act, 2018
(2)To be eligible for the selection to the post of the Registrar, a person must have the following minimum qualifications,-(a)Masters degree in any faculty with five years experience as a Principal in a College affiliated to or maintained by the Cluster University; or(b)teaching experience as an Associate Professor in a University, with five years administrative experience; or(c)Masters degree in any faculty with five years experience as a Deputy Registrar or in an equivalent post in a University or Board of School Education; or(d)Masters degree in any faculty with five years administrative experience in the Central or State Government Administrative Service (on deputation, if necessary);or(e)Masters degree or its equivalent with at least 10 years administrative experience in a University or an educational institution.
