Section 6(2) in Assam Judicial Service Rules, 2003
(2)Appointment to the posts of Super Time Scale/Selection Grade District & Sessions Judges shall be made by the High Court by promotion from Grade-I of the Service, as per criteria given in Schedule-'E'.
