Section 28(3) in The Orissa Veterinary Practitioners Act, 1969
(3)Every Court shall presume, until the contrary is proved, that a person whose name is entered in the latest list as modified by the supplement is duly registered under this Act and that a person whose name is not so entered is not registered under this Act :Provided that, in the case of any person whose name does not appear in such list, a certified copy signed by the Registrar, of the entry in respect of such person in the register shall be evidence that such person is registered under this Act.
