48. Removal of difficulties.
- If any difficulty arises as to the first constitution of any authority of a Cluster University after the commencement of this Act, or otherwise in giving effect to the provisions of this Act, the Government may by order do anything which appears to it necessary for the purpose of removing the difficulty.
