(5)In the panel constituted under sub-section (4), there shall be one nominee, not below the rank of a Professor from each University to which such Colleges are affiliated and shall include one expert not below the rank of a Professor representing all the Universities as the nominee of the Chancellor. The Commission may, in its discretion, appoint one expert not below the rank of a University Professor as its nominee in the said panel.
