Section 4 in Tamil Nadu Legislative Assembly Travelling Allowance Rules, 1955

The Speaker may present bills for travelling allowance without the counter-signature of a controlling officer. The Speaker shall, furnish a certificate to the effect that the journey was for a public or official function, as the case may be, but need not specify in the travelling allowance bill, the nature of details of the function in connection with which the journey was performed.]
