(c)living in a room or house which neither he nor any one, of whom he is dependent, either owns or pay rent for the Board, by any person authorized by it in this behalf, may, on the advice of an Assistant Surgeon I, remove the patient to any hospital or place at which persons suffering from such disease are received for medical treatment, and may do anything necessary for such removal.
