Section 1909(b) in The Merchant Shipping (Equivalent Arrangements For Carriage Of Grain) Order, 1977

(b)ships other than Indian ships

(i)when they are loaded with grain at any port or place in India or within the territorial water of India, or

(ii)when they enter any port or place in India or come within the territorial waters of India laden with grain;
