Section 162(2) in The Punjab Panchayati Raj Act, 1994
(2)All members of a Zila Parishad whether elected or not from territorial constituencies is the Zila Parishad area shall have the right to vote in the meetings of the Zila Parishad except in the election of its Chairman and Vice-Chairman.
