Section 40(11) in The Calcutta Suburban Police Act, 1866
(11)Whoever, by driving a hackery or cart with insufficiently greased wheels shall create noise which is reasonably calculated to cause annoyance to persons frequenting or residing near the throughfare in which such hackery or cart is driven;
