Section 15(1) in The Delhi Pharmaceutical Sciences and Research University Act, 2008
(1)The Government shall constitute by a notification to be published in the Official Gazette, the General Council for the University to be headed by the Chancellor and such other members, not exceeding nine, and who shall be individual experts or officers of the Government. The terms and conditions of appointment of members of the General Council shall be as notified by the Government by publication in the Official Gazette.
