Section 181(7) in The Punjab Panchayati Raj Act, 1994
(7)The Zila Parishad shall have powers to do all acts necessary for or incidental to the carrying out of the functions entrusted or delegated to it and, in particular, and without prejudice to the fore going powers to exercise all powers specified under this Act.
