2. Mr. A.S. Mehadia, learned counsel appearing for respondent no.1 - Solid Waste Management Department represented through its Deputy Commissioner ; respondent no.2- Garden Department, which is also represented through its Deputy Commissioner; and respondent no.5-Nagpur Municipal Corporation represented through Commissioner, submits that there are 709 toilet seats and 491 urinals so far constructed in the city of Nagpur, which are being cleaned thrice a day.
3. If this is correct, there seems to be no application of mind by the Deputy Commissioner, Nagpur Municipal Corporation, who seems to be not alive to the population in the city of Nagpur and daily commuters to the city. Cleaning toilet seats and urinals only thrice a day is highly inadequate and requires fresh application of mind.
4. The Deputy Commissioner, Nagpur Municipal Corporation shall file a personal affidavit giving the data and the reasons on 6. PIL 26.25.odt 2 the basis of which he took a decision that toilet seats and urinals should be cleaned only three times a day.
