(b)Vice-Chairman-The Vice-Chairman shall perform all the duties of the Chairman in his absence. In the absence of both Chairman and Vice-Chairman the elected members of the Federation present in the meeting shall choose one from among themselves as Chairman who shall conduct the said meeting.
