Section 18(4) in Rajasthan Public Libraries Rules, 2012
(4)'D' class public library which(a)has more than 100 books(b)subscribes of more than 5 periodicals and 3 newspapers;(c)has more than 25 members(d)remains open for public are not less than three hours on every working day; and(e)has not less than 15 percent of the total books useful for children.
