Section 12(1) in The Bihar Motor Vehicles Rules, 1992
(1)Where, at any time, it appears to a Licensing Authority that the photograph affixed to any licence issued under Chapter-II of the Act has ceased to be a clear likeness of the holder the licensing authority may require the holder to surrender the licence forthwith, and to furnish two clear copies of a recent photograph of himself and the holder shall, within such time as the Licensing Authority may specify, appear in person before the Licensing Authority and present the photographs accordingly.
