Section 954(a) in Police Regulations, Bengal , 1943
(a)A sum to meet the cost of first kit and maintenance of Sergeants, Assistant Sub-Inspectors, head constables, naiks and constables and launch crews and boatmen shall be placed annually at the disposal of each Superintendent in his district budget under the head "Clothing charges", calculated approximately in round figures. This includes the cost of mosquito nets, broaches and medal ribbons for Assistant Sub-Inspectors, head constables, naiks and constables and the latter two items for Sergeants.
