Section 195(1) in The Punjab Panchayati Raj Act, 1994
(1)The Additional Deputy Commissioner (Development) in every district shall be the ex officio Chief Executive Officer of the Zila Parishad of that district and an officer of the Department of Rural Development and Panchayats not below the rank of District Development and Panchayat Officer shall be the Deputy Chief Executive Officer of the Zila Parishad.
