Section 5(3) in Bihar Deed Writers Licensing Rules, 1996
(3)The Licensing Authority shall conduct an apprentice licensing test, at such time and in such manner, as he may determine from time to time, which shall be duly notified and the test shall relate to the transcription of documents.
