(4)Distribution Licensee shall design, develop and implement the initial few DSM programmes on the basis of available data and studies completed by the Bureau till the complete baseline data is available for its area of supply and establishment of base line data shall not be a pre-requisite for design of such initial DSM programmes by the Distribution Licensee.
