(2)Every member of the Home Guard shall receive, on his appointment, a certificate in the prescribed form, under the seal of the Commissioner of Police in the City of [Chennai] [Substituted for the word 'Madras' by the City of Madras (Alteration of Name) Act, 1996 (Tamil Nadu Act 28 of 1996).] and the Superintendent of Police in a district, by virtue of which the member aforesaid shall be vested with the powers, functions and privileges of a member of the Home Guard.
