Section 9(1) in The Tripura Courts Stenographers' Service Rules, 1983
(1)Except as provided in Rule 6 relating to criterion for selection at the initial constitution of Service, substantive vacancies in the Higher Selection Grade or Selection Grade of the Service shall be filled by promotion from persons holding a substantive appointment in Selection Grade and Senior Grade respectively on the basis of merit-cum-seniority.
