Section 53(2) in The Orissa Motor Vehicles Rules, 1993
(2)If at the time of application for renewal of a countersignature of a permit, Part-A of the permit is not available being under renewal by the authority by which it was issued, the application shall state the fact and shall state the number and date of the permit, the name of the authority by which it was granted, the number and date of countersignature to be renewed.
