Section 459(1) in The U.P. Co-operative Societies Rules, 1968
(1)The specified authority shall also nominate any Gazetted Government Servant (other than an Officer of Department which is concerned with the supervision and administration of the Society concerned) to act as a Presiding Officer of the meeting in which the resolution for no-confidence shall be considered.
