(2)The Assistant Superintendent shall take the place of the Deputy Superintendent when either or both of these officers in or are temporarily absent from or incapacitated for duty and, when either of these Officers is present, shall discharge such duties and assist in such ways, as may from time to time be prescribed, in writing, by the Superintendent.
