(2)The receipt of letters by the Juveniles of the institution shall not be restricted and they shall have freedom to writ as many letters as they like at all reasonable times, and the institution shall ensure that where parents, guardians or relatives are known, at least one letter is written by the junevile every month for which the postage shall be provided.
