(d)to regulate the procedure to be followed by the Council-

(i)in making a re-entry in any register of the name of any person removed from such register,

(ii)in disposing of appeals from the decision of the Registrar made under sub-section (3) of Section 10, and

(iii)in regulating the application of fees levied under this Act and of other moneys received by the Council for the purposes of this Act; and
